No banning

When members do bad things, warnings don't really affect them
Banning seems too cruel
Should I make a membergroup?
A membergroup that doesn't have many priviliages?
So if someone doesn't seem to want to follow the rules...she won't be a normal member for a while, depending what she did
She will be a punished member
Should we do this instead of banning people?
